CR 38 & Kercher Bridge

The opening of CR 38 from CR 17 to State Road 15 took place January 1, 2018. The project involved the reconstruction of about 3.7 miles of road and the replacement of the bridge carrying CR 38 over the Elkhart River. The cost of the project was $13.2 million dollars which included incentives of $643,000 to accelerate the construction so that the road could be opened to traffic by January 1, 2018. The increasing traffic demand warranted the improvement of the road corridor. CR 38 currently carries about 12,000 vehicles per day. It is estimated that the road will carry 16,000 vehicles per day in 20 years. Elkhart County partnered with the City of Goshen and the Indiana Department of Transportation to rebuild and widen the Kercher Road portion of the project and install a new traffic signal at the State Road 15 intersection. A new traffic signal has been constructed at the CR 21 intersection replacing the 4-way stop. The intersection at CR 19 remains a 2-way stop, but dedicated turn lanes have been added. The new bridge is twice as wide as the old bridge and includes 3 traffic lanes and a 10 foot wide sidewalk. Street lighting was added where the road crosses the Elkhart River/Goshen Pond.
